Outrigger Impact Fund I (“Outrigger”) is an impact led fund seeking to enable the blue economy and leverage ocean resources to build climate and community resilience and drive nature-positive outcomes in the most vulnerable island and coastal states. The fund will look to invest into approximately 22 islands out of the 38 defined in the UN SIDS list with a target allocation split across the three regions of the Caribbean, Atlantic & Indian Ocean, and Pacific. Outrigger Impact Fund I is set up as a standard SCA-RAIF structure domiciled in Luxembourg. Outrigger will be a blended finance vehicle with three tranches: senior debt, senior equity, and junior equity. The fund will look to raise up to $150 million and invest in ticket size from $2 million to $15 million; thus, looking to execute between 15 and 20 total transactions. The fund period will be 10 years with a 5 year investment window and 5 year hold window (+1, +1). Potential investors include development finance institutions, governments, private institutions and family foundations.

Outrigger wishes to engage an audit service professional to draft the relevant documentation as further described in Annex A (the Scope of Work). Interested service providers are requested to submit a proposal in response to this RFP based upon the Scope of Work (Annex A), including, at the least, the following:

The selected Auditor is expected to maintain a frequent dialogue with Outrigger, and the scope of work does not require travel. 

Evenpar is a Dutch-African investment fund manager that engages in renewable energy, WASH and recycling projects in emerging markets in Africa. Evenpar builds on its experience and expertise to invest in cashflow stable projects with high returns. In these emerging markets resources are available but technologies are not used effectively. Evenpar therefore invests in decentralized solutions, using available feedstock in regulated markets allowing for infrastructure projects with stable cash-flow and value spikes between scale-up and operational stability. Typical Evenpar investors are development finance institutions, foundations, high-net worth individuals (HNWI), pension funds, corporates, family offices and impact investors.

Accelerating Impact, powering two acceleration programmes - the International Climate Finance Accelerator (ICFA) and the International Social Finance Accelerator (ISFA) - organised its flagship event, the Impact Finance Forum 2024. Held on the 15 ^th October in the beautiful Spuerkeess building in Luxembourg city, the event attracted more than 600 participants, both in-person (200+) and online (400+) from the international impact finance ecosystem.  The Forum delved into the challenges how to tackle pressing climate issues through finance, and to collectively work on solutions to overcome these barriers through inspirational keynote speeches and thematic roundtable discussions. Stephan Peters, CEO at Accelerating Impact, joined by Master of Ceremony Lisa Burke, opened the Impact Finance Forum 2024 by welcoming all the attendees and giving a brief introduction to the event’s purpose, Accelerating Impact’s work and achievements ( view here).The last session of the day, titled “ Key Takeaways from the Breakout Sessions”, was kicked off by Stephan Peters who covered the workshop “

Miarakap is a private malagasy organization, created in 2018, specialist of blended finance for entrepreneurs in Madagascar, whose mission is to contribute to the economic, social development and environmental conservation of Madagascar. We finance, support and promote a new generation of ambitious and responsible impact entrepreneurs willing to be actors of positive change with three complementary business lines : Equity investment, Program Management and Advisory. Kinomé, a French consulting firm, specializes in biodiversity conservation, climate adaptation, and sustainable development. With over 19 years of experience, Kinomé works across Africa and Latin America, supporting projects that enhance ecosystems and empower local communities. The company provides expertise in designing and implementing nature-based solutions, focusing on reforestation, agroforestry, and social impact projects. Through its work, Kinomé integrates business performance with measurable environmental and social benefits. Together, Miarakap and Kinomé are forming a new joint entity, a NewCo, which will act as the Investment Advisor for the Mitsiry Biodiversity and Climate Fund (MBCF). This NewCo will combine Miarakap's deep knowledge of the local business ecosystem with Kinomé's technical expertise in conservation, ensuring that the fund delivers both financial returns and environmental impact. Miarakap SA invites proposals from qualified consulting firms or professionals to assist in the design, legal establishment, and investor engagement of the Mitsiry Biodiversity and Climate Fund (MBCF). This fund aims to invest in Small and Medium Enterprises (SMEs) in the South-West Indian Ocean region, particularly Madagascar, Mozambique, Tanzania, and Comoros, focusing on biodiversity conservation and climate change mitigation and adaptation. The consulting firm will provide strategic, legal, and operational support, ensuring alignment with international best practices and investor expectations. This RFP aims to identify a partner that will support the fund’s development from structuring to its first closing phase. With progress being made with a number of investors Outrigger now wishes to engage a legal advisor ("Legal Advisor") to draft the relevant documentation as further described in Annex A (the Scope of Work). Interested service providers are requested to submit a proposal in response to this RFP, including the following:

1. experience relevant to the Scope of Work (attached hereto in Annex A)
2. the proposed deal team;
3. workplan and timeline for completing the work; and
4. a fee proposal on a capped basis for the Scope of Work (Annex A).

The selected Legal Advisor is expected to maintain a frequent dialogue with Outrigger, and the scope of work does not require travel. After months of dedication, planning, and collaboration, our Social Finance Accelerator Programme has officially launched. Extending our initiative to include a second acceleration programme - the ISFA - was made possible thanks to a strong partnership between three Luxembourg ministries who signed on 19 July 2024, laying the foundation for a truly impactful road ahead.
